New Executive Order
Governor Cuomo has issued Executive Order 202.20, which waives the 60-day waiting period for obtaining a marriage license, and permits those persons who were unable to marry within the time frame issued on an original marriage license to waive the fees necessary to obtain a second marriage license. This Order also authorizes any issuance of a marriage license application, marriage license, or witnessing or solemnizing of the marriage ceremony to be performed remotely by utilizing appropriate audio-video technology within certain parameters.
Updates to Essential Business Guidance
Empire State Development has made a few updates to its guidance on essential businesses, affecting: essential retail, essential services, golf courses, marinas, boatyards, and recreational marine manufacturers. Those changes are underlined in the attached document.
Potential Education Cuts
The Governor warned that New York State could see education cuts of approximately 50 percent unless it receives federal assistance in the next stimulus bill.
Increasing Testing
The Governor announced that the NYS Department of Health tomorrow will begin conducting a statewide antibody testing survey. Large-scale antibody testing will help determine the percentage of the population that is now immune to the virus, allowing more individuals to safely return to work. The Governor also announced the State will continue working with the federal government to assist with the supply chain and coordinate private labs to ramp up diagnostic testing, another key component of restarting the economy.
Multi-State Council Appointees
Governor Cuomo announced today the named appointees from each state for the Multi-State Council to restore the economy. Each state will have three representatives, one economic development expert, one health expert and the chief-of-staff for that states Governor. The full list broken out by state is at the bottom of this post.
COVID-19 Numbers
The Governor is cautiously optimistic that we are on the far side of the COVID-19 plateau, with all of the three-day average statistics decreasing slowly. The number of deaths in the State has increased by 507 since yesterday to 13,869 total.
