With a career spanning the highest levels of New York State government, corporate strategy, and crisis management, Larry Schwartz brings unmatched executive experience and deep public- and private-sector relationships to Statewide Public Affairs and its clients.
Mr. Schwartz provides consulting services to Statewide Public Affairs through LS Strategic Services, advising clients on strategic planning, government relations, crisis management, and stakeholder engagement. His ability to navigate complex political and operational environments—and to deliver results when the stakes are highest—makes him a formidable asset across the firm’s Albany, Westchester, Long Island, and New York City practices.
Mr. Schwartz served two New York governors as Secretary to the Governor, the highest-ranking statutory position in the state. In that role, he was responsible for setting and implementing the state’s fiscal and legislative agenda, negotiating four consecutive on-time state budgets totaling approximately $200 billion each, and driving landmark policy achievements including the legalization of marriage equality, enactment of the property tax cap, and passage of the SAFE Act. He also played a central role in launching the New York State of Health insurance marketplace.
Mr. Schwartz’s infrastructure portfolio is equally notable. He was instrumental in advancing the construction of the Mario M. Cuomo Bridge and oversaw the successful completion of Phase One of the Second Avenue Subway as a member of the Metropolitan Transportation Authority Board, where he also served as Finance Committee Chair. He brokered a critical agreement between the World Trade Center developer and the Port Authority that allowed construction to resume, leading to the Memorial’s public opening on the tenth anniversary of September 11.
Most recently, Mr. Schwartz served as Chief Strategy Officer at OTG, one of the nation’s leading airport hospitality companies, where he led competitive bid strategy, government relations, labor relations, and crisis communications. During his tenure, he was tapped by the Governor to serve as a special advisor overseeing the statewide COVID-19 response, directing efforts around PPE procurement, hospital capacity, contact tracing, and vaccine distribution. He also served as General Chairman of the 2025 Ryder Cup at Bethpage Black, coordinating across governmental, operational, and private-sector teams to deliver one of the premier events in professional golf.
Prior to his time in the Governor’s office, Mr. Schwartz served as Deputy County Executive in both Westchester and Suffolk Counties. In Westchester, he negotiated the financial turnaround of Westchester Medical Center, stabilizing an institution that had been at risk of closing.
Mr. Schwartz holds a Bachelor of Science in Political Science from Binghamton University.
