Kelly MacMillan

Kelly MacMillan has over thirty years of experience in government relations, community engagement, and advocacy – both inside and outside of government in New York State.

As Chief of Staff to one of the most influential members of the NYS Assembly, she served as chief policy and political advisor to the Chairman of the NYS Assembly Committee on Environmental Conservation and the Committee on Corporations, Authorities and Commissions. For over a decade, she acted as liaison to all the members of the Westchester Legislative Delegation. Her experience in government continued when Governor Andrew M. Cuomo appointed her as Director of Public Infrastructure for New York State at Empire State Development. In this capacity she was directly involved at the highest levels with all aspects of the project to replace the aging Tappan Zee Bridge, including: the environmental review process, construction, labor relations, government relations, inter-agency relations, and community relations. She performed similar work for portions of the Javits Convention Center Expansion and the renovation of Penn Station.

Her experience outside of government included senior positions at two of New York’s largest lobbying firms as well as operating her own government relations firm. In the New York political arena, Kelly managed a number of statewide and local political and advocacy campaigns. She went on to serve six years as Senior Vice President for Government and Community Relations for Westchester Medical Center Health Network where she gained valuable and in-depth knowledge of hospital and health care policy and regulations. She brings the combined experiences in all of these areas to the clients she now represents with Statewide Public Affairs.
